It was established on the basis of the Baku Institute of Social Management and Political Sciences by the Presidential Decree dated January 3, 1999. The Academy was established on September 1, 1999.

In order to build the training of specialists for the field of public administration in accordance with modern requirements, to increase their professionalism, to organize research in the field of public administration and to strengthen the analytical and information support of this field, I decide:

1. To establish the Academy of Public Administration under the President of the Republic of Azerbaijan on the basis of the Baku Institute of Social Management and Political Science.

2. The general management of the Academy’s activity and the solution of organizational issues shall be entrusted to the Executive Office of the President of the Republic of Azerbaijan, and the scientific and methodological guidance shall be entrusted to the Ministry of Education of the Republic of Azerbaijan.

3. To approve the Charter of Academy of Public Administration under the President of the Azerbaijani Republic.

4. The educational process at the Academy of Public Administration shall begin on September 1, 1999.

5. To instruct the Ministry of Education of the Republic of Azerbaijan to ensure the transfer of students studying at the former BSIPI to the relevant state educational institutions.

6. To the Cabinet of Ministers of the Azerbaijani Republic to solve the questions following from this decree till September 1, 1999.
