The Department of Languages ​​has been operating since the establishment of the  Academy of Public Administration under the President of the Republic of Azerbaijan in 1999. The Department of Languages ​​provides teaching “Business and Academic Communication ” in Azerbaijani, Russian, English, German, and French in all specialties, “Foreign Language for Special Purposes” and “Foreign Language” (English, German, French and Russian) subjects.

 The teachers apply innovative teaching methods, referring to the world experience. They aim to improve the quality of lessons, increase students’ participation in the learning process, and develop their comprehension skills. Teachers help students acquire linguistic knowledge, skills, and habits and encourage creativity in research. The lessons aim  to develop students’ speaking, listening, writing and reading skills and are based on communicative approach.

Instructors working at the department are responsible for compiling innovative educational programs, textbooks and writing research papers. The teachers cooperate with various language institutions, including embassies and international organizations, participate in teacher development sessions, conferences, symposiums, and different events of national and international importance.

The department has twenty-four teaching staff, including one doctor of sciences, professor, thirteen Ph.D. in philology, associate professors, six senior teachers and five teachers.

  From the date the Academy was established until June 2019, the “Department of Languages” was headed by Honored Teacher, Dr. Professor Bayramov Akif Amirkhan.

 From July 2019 to October 2020, the “Department of Languages” was headed by Dr. Associate Professor Agayev Yusif Mursal.

 Currently, the department is headed by Dr. Associate Professor Shafieva Ulker Nariman.
